

Contracting Opportunities

The Port of Garfield works with a variety of contractors, service providers, and suppliers to support public infrastructure, economic development, and community improvement projects throughout Garfield County.
The Port solicits competitive bids and proposals for public works projects, professional services, consulting services, and other procurement opportunities in accordance with applicable state laws and Port policies. Current bidding opportunities, requests for proposals (RFPs), requests for qualifications (RFQs), and other contracting opportunities will be posted on this Website as they become available.
The Port may also advertise projects through local and regional newspapers, trade publications, and other appropriate channels depending on the nature and scope of the project.
Businesses and contractors interested in working with the Port of Garfield are encouraged to regularly review posted opportunities and maintain current contact information to receive updates regarding upcoming projects and procurement notices.

Public Works
Public works include all construction, alteration, repair or improvement projects undertaken at the expense of the Port, excluding routine maintenance activities. All public works projects, including maintenance performed under contract, must comply with applicable prevailing wage requirements. Prevailing wage laws are mandatory and cannot be waived. These laws are broadly interpreted to ensure the protection and security of all parties they are intended to benefit.

Projects of $300,000 or more
All contracts for projects that meet the definition of a public work under RCW 39.01.010 and have an estimated cost exceeding $300,000 shall be awarded through a competitive bidding process. Such contracts must be publicly advertised through a notice published in a newspaper of general circulation. Plans, specifications and bid requirements shall be available for public inspection at the Port’s office. The published notice may also invite bids based on plans and specifications prepared and submitted by prospective bidders.

Projects under $300,000
The Port is not required to use formal sealed bidding procedures for the construction, renovation, remodeling, alteration, repair or improvement of real property when the estimated project cost does not exceed $300,000. The estimated cost includes labor, materials, equipment and all applicable sales and use taxes.
For Small Works projects, the Port will prepare an estimate describing the scope and nature of the work; however, detailed plans and specifications are not required. Formal advertisement of an invitation for quotations is not necessary. Instead, quotes will be solicited from all qualified contractors included on the port’s Small Works Roster.
